PURPOSE: To function sufficiently even at temperature as low as 60 deg.C and carry out charging by utilizing a mechanical characteristic of a plastic substance provided by high molecular weight of a solid electrolytic substance. CONSTITUTION: A part of a solid electrolytic substance 2 is constituted of a solid solution body in which an ionic substance is completely dissolved inside a high polymer solid substance having plasticity. The ionic substance has a formula M<+> X<-> wherein M<+> stands for a cation to be supplied to a boundary face between an anode 4 and the electrolytic substance from the anode 4 and practically an alkali metal cation or ammonium ion and X<-> stands for strongly acidic anion and a polymer containing a hetero-atom to form a bond of a donor and a receptor with the cation M<+> . At least one of electrodes 4, 6 is produced using a product produced by compounding and coagulating finely granular electrode substances containing an activated solid solution substance and in this case the high polymer substance having plasticity has 50000 or higher molecular weight. Consequently, a satisfactory function at about 60 deg.C can be exhibited.
