PURPOSE:To easily and efficiently form a program with high reliability by checking syntax rules in a program forming/editing step. CONSTITUTION:A program to be edited is inputted (101) from a keyboard, and when the program is an existing file, an edition file is inputted (103), dynam ic data are constructed (104), the preceding working state is reproduced (105), and a program is advanced to a step (107) for inputting an operation instruction. When the inputted program is a new one, an instruction (107) in the initial operating procedure is tried and the program goes to the step 107. When the operating instruction is supporting data display (108), supporting data are dis played (112), and in case of constitutional element retrieval (114), a constitutional element is retrieved and displayed (118). When the operating instruction is pro gram edition (120), syntax/attribute is analyzed (126, 132) in accordance with insertion or deletion, errors are checked (127, 133) to insert (128) or delete (134) a correct constitutional element, and when an error is detected, correct instructions (129, 135) are executed.
