PURPOSE:To improve the quality of a converted picture by referring to the frequency of inter-column difference picture elements and selecting each one column having the minimum inter-column difference picture elements out of each column block. CONSTITUTION:For a Y direction, the frequency of information picture elements having a density value N1 in each row of each row block of an original picture F is obtained, the frequency of intra-row information picture elements is referred to, one row having the minimum information picture elements is selected out of the Py/¦Py-Py'¦-number rows of each row block, while selected (Py-Py')-number rows are eliminated from the original picture F when the original picture F is to be reduced, selected (Py'-Py)-number rows are added to the original picture F when the original picture F is to be enlarged, and the original picture F is converted into a converted picture F'. On the other hand, for an X direction, the frequency of the information picture elements having the density value N1 in each column of each column block is obtained, the frequency of intra-column information picture elements is referred to, one column having the minimum information picture elements is selected out of the Px/¦Px-Px'¦-number columns of each column block, while selected (Px-Px')-number columns are eliminated from the original picture F when the original picture F is to be reduced, selected (Px'-Px)-number columns are added to the original picture F when the original picture F is to be enlarged, and the original picture F is converted into the converted picture F'. |
