PURPOSE:To improve production efficiency and reduce the size of a device, by forming film fed from a roll into a predetermined shape and simultaneously filling the shaped film with its content in a series of film sealing processes. CONSTITUTION:Holes 4 are formed by a puncher 16 in the predetermined positions of film 2 fed from a roll 15. The film 2 is thereafter passed over a vertical mandrel 17 in a cylindrical form, the mandrel is enclosed by the film, the film edges 2C are abutted each other and the central part of the film is folded to form a standing part 2A. The abutted edges 2C and the standing part 2A of the film 2 are sealed parallelly to each other by a side seal plate 19, the content is filled therein through the mandrel 17 and the film is sealed at right angle to its longitudinal direction by a perpendicular seal plate 20. The part of the film filled with its content is sealed at the four sides and the perpendicular sealed part is cut off in the middle by a cutter 21.
