PURPOSE: To convert picture elements of a picture having a high resolving power to picture element values in a picture having a low resolving power by providing a picture element averaging means which calculates and outputs a weighted means based on picture elements in the picture having a high resolving power. CONSTITUTION: Picture element averaging means 1 to 7 which convert n×n picture element groups in the picture having a high resolving power to picture elements in the picture having a low resolving power are provided, and input terminals of these means 1 to 7 are coupled to receive the picture having a resolving power. Picture element averaging means 1 to 7 calculate a weighted means of picture elements in n×n picture element groups and output this weighted means for the purpose of displaying it on a display device having a low resolving power. Thus, a computer monitor which is inexpensive and has a low resolving power can be used instead of a monitor having a high resolving power because conversion from the picture having a high resolving power to the picture having a low resolving power is executed according as the picture having a high resolving power is displayed.
