PURPOSE: To expand uses as an apparatus for stranding or winding by making both the alternate operation of a first supply unit and a second supply unit and the tandem operation performable. CONSTITUTION: A first supply unit 11A and a second supply unit 11B are alternately operated without using a first eye board 13 and a first stranding die 15 to nearly continuously carry out stranding or winding. The first supply unit 11A and the second supply unit 11B can be subjected to tandem operation to provide a two-layered stranded wire.
