PURPOSE:To automatically skip only a commercial program and to continuously picture-record only an inherent program by overlapping the information to identify a starting and an end to the first section of a video section where a vertical blanking period is completed, before and after a commercial program when the commercial program is sent. CONSTITUTION:A commercial TV signal a' is branched into two, one side is added to a synchronizing separator 10, only a synchronizing signal is branched into two and a waveform b' is obtained. When the waveform b' is integrated by an integrating circuit 20 connected to a next step, a waveform c' is obtained, the voltage only for a vertical synchronizing pulse part is accumulated, a threshold level z' of a vertical synchronizing detector 30 of a next step is exceeded and a detecting waveform d' is obtained. Next, the waveform d' is once waveform-shaped by a waveform shaping device 10 and a waveform e' is obtained. It is added to a 22H detector 50 and a 22H detecting waveform g' of a pulse width alpha' is obtained with the rise of the waveform e' as a trigger.
