PURPOSE:To reduce current consumption by a pull-up resistor, by providing the pull-up resistor between the drain of a MOSFET to the gate of which an input latch pulse is inputted and an input terminal. CONSTITUTION:The pull-up resistor 119 is connected between the drain D of the MOSFET118 and the input terminal (a) to which the ON and the OFF signals of a switch 20 are inputted. And to the source S of the MOSFET118, a stabilization power source Vcc is connected, and to the gate G of which, an input latch pulse generation circuit is connected via an inverter 117, respectively. In such a way, since a current that flows on the pull-up resistor 119 at the time of turning ON the switch 20 flows only synchronizing with the pulse width period of the input latch pulse, it is possible to reduce the current consumption by the pull-up resistor 119.
