PURPOSE:To improve a handling characteristic by providing a strippable protective film on a phosphor layer. CONSTITUTION:The phosphor layer is formed on the protective film consisting of polyester, etc., by mixing the phosphor meeting the purposes of use, for example, Gd2O2S:Tb, ZnS:Ag, etc., together with a suitable binder and solvent, preparing the mixture into a slurry, coating the slurry on said film and drying the coating. A base consisting of a plastic film such as polyester having an adhesive agent on the surface is then laminated on this phosphor layer to obtain a fluorescent plate. Such fluorescent plate does not flaw the phosphor layer and improves the handling characteristic at the time of handling in respective stages of production and inspection.
