PURPOSE:To attain the realistic traffic control with the delay taken into consideration by monitoring the time needed for the input/output execution, calculating the estimated value of the actual delay time from the product of the mean value of said monitored time and the total waiting frequency, or calculating the ratio of the executing time to exceed the prescribed time, and controlling the traffic when said ratio exceeds a prescribed level. CONSTITUTION:A traffic control part 13 calculates the mean value from the cumulative value (a) of the time needed for execution obtained by a counter 21 and the total input/output frequency (b) obtained by a counter 22. The total waiting frequency (c) is read out of a queue 12 and multiplied by a/b for calculation of the estimated value t1 of the waiting time. When this value t1 exceeds the prescribed value registered in a traffic control table 14, a traffic control part 15 is started for traffic control. The counter 21 counts the frequency (d) exceeding a prescribed executing time t2 registered into the table 14; while the counter 22 counts the total executing frequency (e). Then the part 13 calculates a ratio (f) in which d/e exceeds the time t2. When the ratio (f) exceeds a prescribed level (g) registered in the table 14, the part 15 is started. Thus it is possible to perform the realistic traffic control with the delay taken into consideration.
