And by inputting each data of the above data (a)-(c) in a certain time zone from an external console 110, a queuing ratio calculation program 120 in the managing information system 90 is started up, and the queuing ratio P(0) for the attendant board group 10 is calculated automatically, and is displayed on a screen. In such a way, it is possible to decide the appropriate number of the boards to be increased, and to perform the operation of the system smoothly.
