PURPOSE:To read and arrange graphic information automatically by reading the graphic information out of a library memory according to conditions inputted by an input means and generating a desired graphic form consisting of the graphic information by an arithmetic processing means. CONSTITUTION:When the item of the design of a ROM circuit is selected in a menu image of system programs stored in a ROM 3, a selector program is executed and an operator inputs necessary items successively. A CPU 2 reds necessary basic cells out of a file of basic cells in the library memory 6 in response to said input and arranges the basic cells in the best form while satisfying specification conditions to generate and display the circuit pattern of the ROM circuit on a CRT display 2c.
