PURPOSE:To improve an effect of preventing an offset by applying a potential difference between base materials of 1st and 2nd rotating bodies. CONSTITUTION:The potential difference is applied between the base materials 9a and 9d of the 1st and 2nd rotating bodies 9c and 9e of a fixing device which fixes an unfixed image by passing a supporting material 7 supporting the unfixed image between the 1st and 2nd rotating bodies. Namely, a positive chargeable toner is drawn in an electrically negative direction, i.e., toward the roller 9e on the side not in contact with the unfixed image by this potential difference and, therefore, the offset is decreased or eliminated.
