PURPOSE:To extremely simplify an operation at the time of a remote switching, and to prevent a malfunction, and to prevent a trouble for a continuous operation by equalizing the priorities of the remote switching and an automatic switching by a switching control part. CONSTITUTION:The remove switching and the automatic switching have the priorities, equal to each other, and a switch signal is outputted based on the combination of switch command signals '0', '1' by a remote operation and the states ('0' means normal, '1' means abnormal) of a living system and a spare system, obtained by an ALM monitoring part 14. For instance, when the command signal is made into '0' by the remote operation, the switch signal can be made into '0' (living system operation) only when the state of the living system is '0' or when both the living and the spare systems are 1. Similarly, when the command signal is made into '1', the switch signal can be made into '1', only when the state of the spare system is '0' or when both the states of the living and the spare systems are '1'. Namely, when both the systems are abnormal, it is switched to the system which the switch command instructs, and when only one is normal, it is switched to the normal system independently of the instruction of the switch command.
