PURPOSE:To decode an original packet through error correction even if a sent packet string is aborted due to an error during the transmission by extracting a specific bit number from each packet string and constituting the other packet string through interleaving. CONSTITUTION:A random error correction code addition circuit 3 feeds a random error correction code to consecutive information including a video signal, and a packet frame composition circuit 4 forms a packet so that a block comprising the consecutive information including the video signal and a random error correction code has a packet length. Then an interleave conversion circuit 5 extracts the information one by one bit from each consecutive packet, applies interleave conversion and supplies a transmission order number to the packet information to be sent. Thus, even if the abort of packet is caused in the network, since the sequence number is fitted to the information, it is clarified that the packet is aborted at the reception side, and the video signal can be decoded.
