PURPOSE:To improve efficiency by decoding and displaying picture data recorded with degeneration after calling the data into a video memory so as to reduce the number of arithmetic operations of a processor by one picture element thereby decreasing a processing time. CONSTITUTION:A processor 20 having a data bus width of 16-bit or over, and a file device 22 in which the three primary colors picture data of 18-bit or over in total are stored while being degenerated into 15, 16-bit per one picture element, are provided. The file device 22 is accessed to access once the degenerated picture data at once, the data is called in the video memory 24, a picture decoding means 26 decodes the picture data into a picture data having a total bit length of 6-bit each of R, G, B in total 18-bit or over and the result is displayed on a display means 30.
