PURPOSE:To merge the continuous dead regions with high efficiency by inverting the bits corresponding to the dead regions and constituting a single region at every range where the inverted bits are continuous on a bit map corresponding to a memory area. CONSTITUTION:When the regions are merged with each other, the bit maps are arrayed in response to each unit region of a memory region and all bits are initialized at the OFF values for example. A dead region control table and the bit maps corresponding to the leading address of each item through the final address decided by the size of said leading address are changed to ON states. Then the bit map is scanned to produce the control information at every range where the inverted bits are continuous from the leading address and the region size as one item of the dead region management table. Thus it is possible to complete the region merging processing with a single scan of the dead region management table and the bit map.
