PURPOSE:To eliminate an increase in the circuit scale of a storage element by providing means for setting/resetting the storage element of a storage element section and not providing means for reading out the value of the storage element. CONSTITUTION:An address for selecting a storage element to be set/reset simultaneously is shifted in an address register 6. The address is decoded by an address decoder 5 to feed an enable signal to a storage element section 2, and the value shifted in to resistor is set or reset in the element selected by the decoder 5. The address is shifted in the registers 6, 7 by applying a clock from a shift-in clock input terminal 8, and data is set or reset in the selected element of the section 2 by applying a clock to the clock input terminal 9 for the element. According to this configuration, reset series for introducing an initial value of the element is eliminated to obviate an increase in the circuit scale of the element.
