PURPOSE:To prevent operation of noise caused by swinging of a ring by furnishing a rotating member between housing and ring mating with the pivoted moving part of ring surrounding the rotor of pump. CONSTITUTION:A ring 50 surrounding the rotor 70 of a pump 1 is supported by a pivot ball 22 at the pivot part with possibility of pivoted movement. A ball 201 (rotating member) energized by a spring 200 is installed between a housing 10 and the ring 50 mating approx. with the pivot ball 22. When the ring 50 swings with the ball 22 as the center in response to pressure change in a control chamber 18, the rotating member 201 follows the ring 50, while slide contacting both the ring 50 and the housing 10 at all times through the action of the spring 200. Thus the ring 50 is pressed to the pivoted part by the rotating member 201 at all times, so as to prevent noise otherwise generated by the ring 50.
