PURPOSE:To reduce load leakage even under high pressure by arranging a seat valve in a passage connecting the first load port and the second load port with a tank. CONSTITUTION:Among four valve elements 11-14, only two valves, the third valve element 13 arranged between a first load port 24 and a tank port T and the fourth valve element 14 arranged between a second load port and a tank port T, are set to seat valves. Control members 27, 38, which are capable of relatively moving to each main valve 15-18 of the four valve elements, are provided and variable throttles 30, 32, 39, 42 are formed by each corresponding part of these control members and the main valves. By this constitution, load leakage can be reduced even under high pressure.
