PURPOSE:To improve the sensitivity of image evaluation regardless of the motion of an image to be evaluated by using stored data of plural fields as data on an image evaluation criterion and varying a decision period used for the image decision making according to the difference between each stored data and the latest input data. CONSTITUTION:A storage means (b) stores plural fields of integral values of a brightness signal obtained by an image input means (a). A comparing means (c) compares integral values stored in the storage means (b) plural different periods before with the integral value of the current brightness signal obtained from the image input means (a) respectively and outputs an image evaluation signal when judging that a case wherein the difference between the both is larger than a specific value continues for a predetermined period. Thus, stored data of plural data are used as data on the image evaluation criterion and the decision period used for image decision making is varied according to the differences between the respective stored data and the latest input data, so the sensitivity of the image evaluation is improved regardless of whether the motion of the image to be evaluated is fast or slow.
