PURPOSE:To effectively record and reproduce by defining a result obtained by multiplying and adding the summation of a bit corresponding to the hamming distance of an adjacent level to a corrected hamming distance to constitute a 8-9 MHD converting encoding system and encoding a video signal. CONSTITUTION:The hamming distance in the conventional PCM code is improved, even in the same hamming distance, a large difference in an influence due to the weight of a bit is noticed to consider the hamming distance between respective levels by applying the weight and obtain an optimum encoding system by the use of the corrected hamming distance at the time of constituting a proposed encoding system. At the time of 8 bits, the encoding system is constituted according to the encoding rule of a 8-9 NRZ WI. Since this applies the encoding system for making the corrected hamming distance minimum, the small hamming distance, a small Tmax, a high reflection factor or the like are obtained to various waveforms. If such an encoding system is used, the PCM video signal can be effectively recorded and reproduced to completely display the merit of the PCM.
