PURPOSE:To carry out excellent descaling in a short time by concentrically arranging an electrode on the inner face side and outer face side of a steel pipe, and electrolytically pickling the steel pipe. CONSTITUTION:The electrolytic pickling device 1 for a steel pipe 4 is formed with cylindrical outside electrode 5 and inside electrode 6, a means for supporting the electrodes 5 and 6, a steel pipe holding means, and energizing means 14, 15, and 18. The outside electrode 5 has an inner diameter larger than the outer diameter of the steel pipe 4 to be electrolyzed. The inside electrode 6 is positioned in the inner side of the electrode 5, and has an outer diameter smaller than the inner diameter of the steel pipe 4. The electrodes 5 and 6 and the steel pipe 4 in the gap between the electrodes 5 and 6 are concentrically supported by the electrode supporting means and the steel pipe holding means. By such a constitution, the steel pipe 4 horizontally arranged in the bath filled with an acidic soln. is electrolytically pickled.
