PURPOSE:To raise a loop network by using a preceding storage data stored in a memory even at a fault of a computer by constituting a monitor by a conventional computer and a main node station having a nonvolatile memory storing attribute data of a terminal equipment or the like. CONSTITUTION:A network monitor 1-6 consists of a personal computer 1-5 and a main node station 1-4. The station 1-4 is provided with a nonvolatile memory 1-7 and a data required and dispensable for the start of the network such as an initial setting data sent to each node station 1-1 is stored in the nonvolatile memory 1-7. Thus, in raising the network, the data is sent from the personal computer 1-5 normally to the station 1-4 to apply initial setting. In case of a fault of the personal computer, the station 1-4 awaits the data from the personal computer 1-5 and uses the preceding storage data in the memory 1-7 to apply initial setting of the loop network.
