PURPOSE:To prevent obstruction of warm water circulation by lowering the heating value of a burner when a temp. sensor installed at a circulation pipe interconnecting a water boiler and a radiator near the water boiler detects a high temp. CONSTITUTION:A temp. sensor 7 is installed at a circulation pipe 5 interconnecting a water boiler and a radiator, near the boiler 3 and when the sensor detects a high temp., the heating value of a burner is lowered. By this constitution, the sensor 7 watches circulating temp. and when the temp. of warm water reaches the temp. of hot water mixed with steam and approaching a boiling state, the heating value of a burner 2 is switched to a lowered one caused by weak combustion. As a result, the time required for the boiler 3 to reach complete no-water-burning condition from boiling is lengthened and even if the time to detect the start of no-water-burning is dispersed, the water in an open to tank 1 is forced to flow into the boiler 3 before the complete no-water-burning. Thereby, obstruction of warm water circulation can be prevented.
