PURPOSE:To quicken the detection processing of a change point by using a command signal given optionally externally so as to invert the logic of a digital picture signal and detecting a specific logic change state appearing at first from the detection start position designated optionally and outputting the result. CONSTITUTION:In receiving a digital picture signal by one word 8-bit, the signal of the tail end 1-bit signal of the picture signal inputted precedingly is added to the head of the picture signal and the result is stored in parallel with a latch circuit 3. A digital picture signal (f) stored in the latch circuit 3 is inputted to an inversion processing section 4, where the signal is subjected to logical inversion. The signal (g) subject to inversion processing is given to a specific change point detection section 5, where a range designation signal (l) is generated from the signal (g) subjected to inversion processing and the position designation signal (h). The arrangement of specific logic '01' appearing at first from the detection start position designated by the position designation signal (h) is detected based on the range designation signal (l) and the signal (g) subjected to inversion processing. Then the digital signal whose flag is set to '1' at the detection position is outputted as a detection output signal (i).
