PURPOSE:To facilitate regulation of flow by bearing the rotary shaft of blade while shifting to upper stream side than the center of the blade and in radial direction from the center line of casing. CONSTITUTION:A blade 3 comprising a guide chip 3b and a movable chip 3a is arranged in a casing 1. The rotary shaft 2 of the movable chip 3 is positioned at the upstream end portion of the movable chip so as to be shifted to upper stream side than the center of the blade 3 and in radial direction. Consequently, rolling quantity of the movable chip 3a is large even for a small rotary angle, and the opening of the casing 1 varies considerably. As a result, passing volume of fluid varies considerably and regulation of flow is facilitated. Since the structure is simplified, chemical-resistant material most preferable for air containing corrosive gas can be employed.
