The process for refurbishing steel-reinforced concrete comprises, according to the application, freeing the exposed reinforcing steels, from which rust has not been removed to bare metal, only of adhering flaky rust and successively applying to the reinforcing steel thus pretreated two rust inhibitors, of which the first rust inhibitor consists of an aqueous or alcoholic phosphate-containing solution and the second rust inhibitor consists of a flowable silicate which enhances the adhesive strength, a cement-bound repair mortar being applied to the refurbishing area after the air-drying of the two rust inhibitors.
