PURPOSE:To eliminate a degradation in landscape by a method in which a plant-growing layer is provided near the water level of a water-proof sheet as a water stop layer for artificial pond, etc., and to prevent the exposure of the water-proof sheet. CONSTITUTION:A water-proof sheet 5 is laid on an artificially constructed revetment 1, and the upper end of the sheet 5 is fixed by stoppers 11. The lower end of a reticulate mat 7 is fixed to a position near low-water level 6 of the sheet 5, and the mat 7 is folded up to the direction of a top 3. Clay 8a and soil 8 are charged into the space between the sheet 5 and the mat 7 to form a plant-growing layer 9. Plant can grow on the vegetatable layer 9 to eliminate a degradation in the landscape caused by the exposure of the sheet 5.
