PURPOSE:To easily and inexpensively manufacture a free-cutting thick silicon steel plate in as-cast state, by casting a molten steel in which specific amounts of Pb, Se, Te, Ca, etc., are incorporated into pure iron of limited impurity content in a flat mold into an oblong steel slab. CONSTITUTION:One or more kinds among 0.01-0.40% Pb, 0.01-0.40% Se, 0.01-0.15% Te, and 0.0010-0.0100% Ca are incorporated into a pure iron containing, as impurity components, <=0.05wt.% C, <=0.50% Si, <=0.15% Mn, <=0.015% P, <=0.015% S, <=0.07% Cu, <=0.07% Cr, <=0.07% Ni, <=0.05% SolAl, and <=0.005% N and having the balance Fe. The resulting molten steel is cast in a flat mold, and further, in this mold, ingotted into an oblong steel slab in which the ratio of height in a casting direction to the shorter side of a horizontal cross section is regulated to <=1. In this way, the inner quality of the steel slab is made homogeneous and the necessity of a slabbing stage is obviated, so that a thick silicon steel plate having superior machinability and excellent in magnetic properties can be obtained.
