PURPOSE:To improve the utilizing efficiency of a host computer and the service performance to a terminal user by providing a supervisory means and a control means so as to save telephone charge and the instantaneous reconnection to the host computer. CONSTITUTION:The host computer 1 is provided with a monitor means 15 monitoring the on/off state of a carrier from a terminal equipment 4 and informing the off-state and a control means 13 disconnecting instantly a public communication line 2 by the notice of the means 15. When the terminal equipment 4 releases the NCU 24 and interrupts the line 2 to complete the communication with the host 1, the carrier from a MODEM23 detected by the MODEM21 is turned off, the means 15 detects it and informs the carrier-off to the means 13. In receiving the notice from the means 15, the means 13 interrupts the line 2 instantly. The carrier-off is detected by the host 1 from the terminal equipment 4 to interrupt the line 2 in this way, then the telephone charge is saved and the instantaneous reconnection to the host 4 are attained, and the service performance to the terminal user.and the utilizing efficiency of the host 1 are improved.
