PURPOSE:To segment a line without an error even when a character has been written in a state that it is protruded largely from a ruled line, by using a histogram which has added a histogram of a distribution for emphasizing a predicted position of the ruled line, to a histogram of a regular line direction. CONSTITUTION:In an image memory 1, an image data of a character on a business form is stored, and in a memory 6, a histogram for emphasizing a predicted position of a ruled line is stored in advance. A black picture element in the (x) direction is counted up by an adder circuit 4 and a feedback loop of a histogram memory 5 and stored in the histogram memory 5. The contents of the histogram memory 5 and the memory 6 are added by an adder circuit 7, and a result of addition is stored in a histogram memory 8. The minimum value of the contents of the histogram memory 8 is detected by a minimum value detecting circuit 9, an output of the histogram memory 8 and an output of the minimum value detecting circuit 9 are compared by a comparator circuit 10, and when both the outputs are coincident a (y) address of a separation point is obtained from a terminal 12.
