PURPOSE:To make increament of the thickness of an information recording and reproducing device unnecessary even if a thick cartridge is used by moving a cartridge storing means on the basis of a prescribed procedure. CONSTITUTION:A cartridge 3 storing a recording medium 17 is stored din a holder 2 to be a storing means. In case of loading/unloading the cartridge to/ from the information recording and reproducing device, the holder 2 is allowed to be moved to plural positions. Before or after the moving operation, a recording/reproducing means such as a head 14 positioned in the vicinity of the cartridge 3 is moved in a normal operation direction such as a seaking direction. Even if a thick cartridge is used, it is uncessary to increase the thickness of the information recording and reproducing device.
