PURPOSE:To sufficiently cope with a state even when the output changes from 'L' to 'H' in the state of 'Z', as well by providing a static capacitance between bases of 1st and 4th transistors (TRs). CONSTITUTION:In obtaining a signal 1 from an input circuit at the state of 'H', a TR 8 is turned off, a TR 10 is turned on and a TR 6 is turned off slowly. When the TR 6 is turned on, the base potential of a TR 13 rises, and a current flows to the static capacitance of the diode 21 attended therewith, and the base potential of a TR 7 rises. As a result, the TR 13 is turned on and as soon as the output potential starts rising, the TR 7 is turned on and a through-current by the Miller effect flows from the power supply to GND through a resistor 32, and the TRs 13, 11.
