PURPOSE:To improve a recognition rate, by providing a display means which displays visually the pattern of a character whose pattern is impossible to be recognized, and an input means which inputs the character equivalent to the pattern displayed by the display means. CONSTITUTION:A character recognition processing is applied on a facsimile data inputted from a facsimile terminal 1 at a character recognition device 2, and when a normal character recognition is performed, a recognized result is informed to a main device 3, and when the character recognition is impossible, the picture element image of the character is informed to the main device 3. At the main device 3, when the character whose recognition is impossible exists in information received from the character recognition device 2, the picture element image of the character is displayed on the display of an input/ output terminal 4. At the input/output terminal 4, a person recognizes the character actually, and registers a correct character in the main device 3. In such a way, it is possible to obtain the recognition rate over the recognition capability of a facsimile input charo recognition device.
