PURPOSE:To precisely store a digital picture in a picture memory without the deviation of picture elements by setting a reference clock to the four kinds of clocks whose phases differ, and extracting the clock whose phase coincides with a synchronizing signal being the reference of a picture signal. CONSTITUTION:The synchronizing signal (c) is separated from an analogue picture signal (a) from a TV camera 1. On the other hand, the reference clock (d) from a reference clock generator 4 is separated into four kinds of the phase reference clocks eA-eD in a clock phase separation circuit 5, and a synchronizing signal latch circuit 6, a synchronizing signal reset circuit 7, an encoder 8 and a selector 9 select the phase reference clock eC among said clocks. The phase reference clock eD is selected, set to a clock for preventing picture element deviation (h), and is used for the sampling clock of an A/D converter 2 and the memory control clock of a picture memory control circuit 10. A video signal is set to digital picture data so as to store it in a picture memory 11. Thus, picture data can precisely be stored without the deviation of the picture elements.
