PURPOSE:To reliably detect the deterioration and breakage of a return spring, by providing a driving force cut invalidating means for driving a throttle valve to a full closed position when abnormality of the return spring is determined by an abnormality determining means. CONSTITUTION:A throttle control unit 25 receives signals from a pressure sensor 14, a suction air temperature sensor 15, a throttle sensor 16, a cooling water temperature sensor 18, a rotational angle sensor 19 and an acceleration sensor 27 to control an opening degree of a throttle valve 2. A return spring 34 is mounted on a throttle shaft 33, and it operates to fully close the throttle valve 2 when a throttle driving motor 30 loses the torque. Thus, it is possible to reliably detect the deterioration and breakage of the return spring.
