PURPOSE:To prevent any damage to an engine from occurring, by controlling it corresponding to a setting engine speed dependent upon the basis of the manipulated variable even if a driver operates an accelerator when detecting a no-load running state by a driving state detecting device. CONSTITUTION:When a control unit 20 judges a no-load running state on the basis of each signal out of a clutch switch 16 and a gear range switch 17, it sets the setting engine speed conformed to the manipulated variable of an accelerator 13a to be detected by an accelerator sensor 13, outputting a driving signal corresponding to a deviation between the said setting one and engine speed to be detected by a speed sensor 12, and it controls the opening of a throttle valve 4, while it also controls a fuel injection quantity from an injector 9. Thus, even if a driver inadvertently operates an accelerator, the actual engine speed is restricted by the setting engine speed to that no runaway occurs there, thus undue damage is avoidable.
