PURPOSE:To locally attain the recording and erasing of a PHB memory under the extremely low temperature conditions and to change a part of a recording part with a simple operation by irradiating an infrared ray with the wavelength of a prescribed value or above to the recording part of the PHB memory to use the hole burning phenomenon. CONSTITUTION:When recording is executed based on a hole burning to a light recording medium composed of a substance in which the hole burning by the light irradiation can be executed, and the infrared ray is projected and recorded to a recording part. The wavelength of the projected infrared ray is regulated to >=0.7mum. Then infrared ray is projected to the recording part, recording is erased, the temperature adjustment of the recording medium as a whole is not executed, with a simple operation to project the infrared ray from the external part, the recording is locally erased and partial erasing and rewriting can be executed.
