PURPOSE:To prevent sticking of suspended matter to an elevated water tank by providing a water outflow detecting mechanism thereto and providing a stirrer to the position opposite to the UV ray projection part of the water outflow detecting mechanism. CONSTITUTION:The water outflow detecting mechanism 6 and a city water sterilizing mechanism 7 are disposed to a suitable mid-point of a water distribution piping 4 connecting the elevated water tank 2 and a faucet 3. After the city water is passed in a cylindrical body 10 through the tank 2 and the piping 4, a water outflow port 9 of the body 10 is opened and the water outflow detecting mechanism 6 detects whether the city water flows or stagnates. The running of the stirrer 15 is stopped by the detection signal thereof and the operation of a UV lamp 11 of the city water sterilizing mechanism 7 is also stopped to suspend the sterilization. The stirrer 15 is restarted to stir the city water is the cylindrical body 10 to generate turbulent flow. The city water is thus sterilized in the satisfactory condition.
