PURPOSE:To always maintain an excellent cleaning function and to obtain an excellent image by always supplying an appropriate amount of toner with polarity different from that of the surface potential to the surface of an image carrier regardless of the polarity of the surface potential of a cleaning roller. CONSTITUTION:In an image forming device having an elastic cleaning roller 10a, at least two developing devices 5 and 6 are disposed to constitute the cleaning roller. The toner that is charged to polarity different from that of the potential caused by triboelectrification is supplied to a part excluding the image area on the surface of the image carrier, and it is caused to positively stick to the cleaning roller, so that a sufficient amount of toner can form a toner layer on the roller. Thus, since toner enough to grinding is supplied to the surface of the cleaning roller, foreign matters stuck to the image carrier can be removed, and an excellent image can be obtained.
