PURPOSE:To attain the detection/correction of an error with the small number of bits by excluding an exclusive OR between two optional raw vectors in an information bit part including parity bits from other raw vectors. CONSTITUTION:In order to constitute a code system for detecting and correcting errors, data including parity bits P61 are used as information bits 60, 61 as shown in a figure and a code system for forming check bits P2 is constituted by linear codes. In order to constitute the code system including the check bits 62 on the basis of the linear codes by using the data including said parity bits P61 as the information bits 60, 61, the exclusive OR between two optional raw vectors in the information bit parts 60, 61 including the parity bits P61 is constituted so as not to be included in other row vectors.
