PURPOSE:To cope with the change of the kind and function of a terminal equipment only by the transfer of a control program from the terminal equipment by separating a terminal controller program from a terminal equipment control program. CONSTITUTION:A processor 7 stores a terminal controller program obtained from a disk in a RAM 9, instructs terminal equipments 3, 4 to transfer control programs and stores the transferred control programs in the RAM 9. The processor 7 forms an interrupted address for the control program, a parameter address for the control program, a control program control table, and an interrupted address for a terminal controller program, stores the obtained data in respective areas of the RAM 9 and starts the control program.
