PURPOSE:To efficiently monitor the action condition of an equipment to be controlled to need a long time until an action is completed by interrupting to an operation procedure during the closing of a telephone line, executing the equipment condition message sending and sending with a priority the message of the storage information at the time of the next closing during the releaving the telephone line. CONSTITUTION:A signal is stored through a monitor input part 10 to a storage means 8 of a main control part 8. The storage information interrupts to the procedure during the operation while a line is connected, by the output of a detecting means 8c to judge the line condition, controls a sound synthesizing sound sending part 4 with a priority and is sent as a stopping message of a not-water supplying device 12 which is the equipment to be controlled. When the telephone line is released next, by the output of a deciding means 8b to decide that the information is stored in the storage means 8a when the telephone line is closed and a personal identification number is verified, the sound synthesizing sound sending part 4 is controlled and the storage information is sent.
