PURPOSE:To enable winding even with a small-size member to be wound having a sectional form greatly different from a circle by making a track for a taping bobbin to travel an elliptical track. CONSTITUTION:The opening/closing part 22 forming a part of an elliptical track member 21 is opened to take in a member to be wound 1. The member to be wound 1 is set in the center of the elliptical track in a condition that the longitudinal direction of the rectangular sectional form of the member to be wound 1 agrees with the longitudinal direction of the elliptical track. Then, as belts 28 start to be rotated via pulleys 29 by starting a motor 27, a traveling member 23 starts to travel due to the frictional force with attachments which are in contact with the belts 28. The traveling member 23 which has a length more than half the length of the elliptical track is necessarily in contact with one of the three belts, always obtaining a traveling force. And, by moving a taping head along the closed form of the member to be wound 1, winding can be carried out along the whole periphery of the member to be wound 1.
