PURPOSE:To select a desired knowledge group out of a knowledge base having priorities among knowledges by using a priority selecting part to output a data stream added with the knowledge data having the highest priority. CONSTITUTION:The knowledge data is expressed by ID, type, application data, priority data. An application selecting part 101 outputs a data stream 113 out of a section where the application data is decided by the element of a gathering within a data stream 112. A type storing part 102 receives the stream 113 and outputs an exclusive stream 114 and a non-exclusive stream 115. A maximum extracting part 103 outputs the maximum knowledge data 116 in the stream 114. priority selecting part 104 outputs a knowledge data stream 117 added with the maximum data based on the maximum data 116 and the stream 115.
