PURPOSE:To remove dependency upon environmental conditions such as humidity and to maintain a stable adsorbing effect on dust such as much paper powder by arranging a polarization roller for removing dust stuck to transfer paper in a transfer paper carrying route extending from a paper feeding part to a transfer part. CONSTITUTION:Electrode groups 13a are alternately connected to rotary shafts 11, 12 inside a device through wirings and a bias voltage is impressed from a DC power supply V on the rotary shafts 11, 12 through electrode terminals A, B. Consequently, the rotary shafts 11, 12 are alternately charged with positive polarity and negative polarity, a dielectric polarization phenomenon is generated by a surface adsorbing layer 14, charge with the same polarity as that of the electrode groups 13a is alternately excited, and static electricity is generated between the rotary shafts 11, 12 and transfer paper 20 to be adjacent or stuck to the shafts 11, 12 by carrying. The adsorbing action of dust such as paper powder on the transfer paper 20 is instantaneously generated in an arrow direction based on carrying of the paper 20. Dust such as paper powder on the transfer paper 20 is instantaneously adsorbed or dust with charged polarity is selectively adsorbed onto the adsorbing layer 14 with reverse polarity. The adsorbed dust is removed by a scraping plate 15 arranged so as to be pressed against the adsorbing layer 14 e.g. and recovered to a tray 16.
