PURPOSE:To safely stop a water turbine by linearly moving a servo motor body together with an installing base when an electric servo motor is in trouble. CONSTITUTION:When an electric servo motor is in trouble or when power source failed, a driving source 10 and a driving machine 9 are connected. The rotation of the driving machine 9 rotates a feed screw 7 via a reduction gear 8. However, since a feed nut 6 which is screwed onto the feed screw 7 is fixed to a base 2, it makes linear movement. Thereby, the electric servo motor 1 itself which is connected to the base 2 makes linear movement, rotating a guide ring 4, thereby, making the flow rate regulating mechanism of a water turbine closing movement and safely stopping the water turbine.
