PURPOSE:To make a strip continuum smoothly windable and vice versa, by detecting a height position of the strip continuum when it is conveyed, with a sensor, and making it control a drive mechanism conveying and driving the strip continuum at all times. CONSTITUTION:Since a strip continuum 14 comes to a state of being tensed or slacked by equilibrium between the speed rewound out of a reel 10 and the speed drawn by a working device or the like, a height position of the contin uum 14 is monitored and a revolving speed of the real 10 is adjusted for the end. That is to say, when the continuum 14 goes up and reaches the position of a first sensor 23, the revolving speed of the reel 10 is increased, yet much more of the continuum 14 is rewound and it is made to go down, making it so as to be slacked, and when the continuum 14 is slacked and reached to the position of a second sensor 24, the revolving speed of the reel 10 is slowed down, making the continuum 14 go up. Thus, a position in the vertical direction of the continuum 14 rewound out of the reel 10 is detected, and the revolving speed of the reel 10 is adjusted so as to cause the continuum 14 to move up and down between two sensors 23 and 24.
