The invention relates to a device making it possible to transmit and to demultiply the human muscular effort for the purposes of propulsion of land, sea, subsea and air vehicles. The said device, which forms the subject of the invention, may actuate various machines: wind machines, lawnmowers, circular saws, etc. This device comprises: - an assembly for transmitting muscular effort composed of pedals 1A, 1B, link rods 2A, 2B, connecting rods 3A, 3B; - an assembly for transmitting and demultiplying the abovementioned muscular effort composed of discs 25, 4 and 5 of variable diameter, of a drum 6 with a splined groove 7, of a lever 8 integral with the said splined groove 7, of a sliding ball joint 10 connecting the lever 8 to the common control lever 11, two manual hydraulic pumps 12A, 12B actuated integrally by the common control lever 11. A circuit 13 routing the pressurised fluid to the semi-rotary actuator 14 with reciprocating angular stroke, an arm 15 connected to a connecting rod 17 by a linking rod 16 transmitting the angular stroke of the arm 15 to the connecting rod 17, a multiplying or demultiplying system 18 depending on the destination of the said device according to the invention.
